My 1924 sedan is the same way, once she gets rolling its fine, but stopped its a stiff turn.
I have a 39 pickup with a rebuilt front end that is the same way so I wasn't really concerned.

Don,
I have a 1917 book of 'Driving Instructions' specifically for Dodge Brothers in which is a list of "DON'TS". One of which is "Don't attempt to turn the front wheels when the car is not in motion" I believe that is in synch with what my Dad used to say. I suppose it is to reduce stress on the steering gear box and associated linkage?
